Why is this unit in the DiamondBack Outlet?

This DiamondBack SE has scratches and tool marks on the underside of all the panels and scratches throughout the top of the cover. There is a hazy appearance on the metal in various spots which should buff out. This is purely cosmetic and will not affect function.
